I have read on C24 recently that when the county council was created in the 19th century negotiations had to be held with the Duchy of Cornwall and for this reason the council in Cornwall was created a year after all the other county councils in England.

Is this true? What are the chances of getting any kind of documentation to prove this? Thinking FOI act if needed.

I also read that a government body had responded to a question about Cornwalls status and said roughly "Cornwall was first administered as an English county in the 19th century after the creation of the county council".

Again is this true and what proof of this can we get and put on the net? Additionally this begs the question, what was Cornwall considered to be and administered as before the creation of the county council?

This information would appear to be incorrect.

The twelve month delay was caused by the various personlities involved in the process clashing over who should do what - very much like what happens today. Contemporary newspaper reports do not include mention of the special constitutional relationship of Cornwall to the heir to the throne, again, much as is the case today.

Of course, the absence of any information in newspaper reports concerning the special status does not mean that it was not a feature of any official discussions.

However, the newspapers make it clear that, unlike in any part of England, the squabbling was so great that it took an additional 12 months to get Cornwall into the fold.

Cornish Celt.

Have you found any record of consultation with the people of Cornwall to ascertain whether whey wished such a thing to happen?

Was there any kind of internal Cornish democratic mandate for incorporation of Cornwall within the
Local Government Act 1888?

 Random Information. 
 The Cornish Rebellion of 1497 was a popular uprising by the people of Cornwall in the far south west of Britain. Its primary cause was the raising of war taxes by King Henry VII on the impoverished Cornish for a campaign against Scotland, motivated by brief border skirmishes that were inspired by Perkin Warbeck's pretence to the English throne. Tin miners were angered as the scale of the taxes violated previous rights granted by Edward I of England to the Cornish Stannary Parliament which exempted Cornwall from all taxes of 10ths or 15ths of income. The Cornish had little sympathy for English wars against Scotland, considering that most Cornish were not English speakers at that time.
